What Is a Teudat Gmar (Final Completion Certificate) in Israel?

A Teudat Gmar (תעודת גמר) is the final completion certificate issued by the local authority confirming that a completed building matches its approved Heter Biniya and meets safety and construction standards. It's closely related to, but distinct from, a Tofes 4 (Form 4), which certifies utility connections are safe to activate.

In practice, many buildings — especially older ones — operate for years without ever formally receiving a Teudat Gmar, often because of minor unresolved discrepancies with the approved plans, without this necessarily meaning the building is unsafe.

Why it matters for a buyer: ask whether the building has a Teudat Gmar on file. Its absence isn't automatically disqualifying, but it's worth understanding why it's missing and factoring that into your negotiation, since it can complicate future renovations or resale.
