What Is a Heter Biniya (Building Permit) in Israel?

A Heter Biniya (היתר בנייה) is the official building permit issued by the local planning committee, authorizing construction or renovation of a building according to approved plans. Every legal structure in Israel is supposed to have one on file.

The permit is the foundation for the rest of the legal construction chain: it's followed, on completion, by an inspection and — assuming the building matches the approved plans — a Teudat Gmar (final completion certificate). Construction that doesn't match the Heter Biniya is what creates a Chrigat Biniya (unauthorized construction) issue.

Why it matters for a buyer: ask to see the Heter Biniya and confirm the built structure matches it, especially for older buildings or properties with additions. A missing or mismatched permit is one of the most common issues uncovered during due diligence.
